China National Building Material Group Convenes 2026 Work Conference in Beijing

On January 9, China National Building Material Group Co., Ltd. (CNBM) convened its 2026 Work Conference and the Fifth Session of the Second Employees’ Representative Congress in Beijing. Leaders from the Enterprise Audit Bureau VIII of the National Audit Office and the Capital Operation and Returns Bureau of the State-owned Assets Supervision and Administration Commission of the State Council attended the meeting.

The conference conveyed and studied General Secretary Xi Jinping’s important instructions on the work of central state-owned enterprises, emphasizing that studying, publicizing, and implementing these instructions is a major political task. The meeting called on all participants to keep firmly in mind the entrusted mission, courageously assume responsibilities, continuously strengthen core functions and enhance core competitiveness, and contribute greater strength to Chinese modernization through high-quality development.

Guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the conference fully implemented the guiding principles of the 20th National Congress of the Communist Party of China (CPC) and subsequent plenary sessions of the 20th CPC Central Committee, thoroughly implemented the spirit of the Central Economic Work Conference and the deployment requirements of the Central SOE Leaders’ Conference. It comprehensively summarized achievements in 2025 and during the 14th Five-Year Plan period, studied and proposed the overall thinking for the 15th Five-Year Plan period, and deployed key tasks for 2026.

Zhou Yuxian, Secretary of the Group Party Committee and Chairman of CNBM, delivered a keynote speech entitled “Building a Solid Foundation for the 14th Five-Year Plan and Striving Forward into the 15th Five-Year Plan, Accelerating the Launch of a New Round of High-Quality Growth.” Chang Zhangli, Deputy Secretary of the Group Party Committee and President of CNBM, chaired the meeting and delivered a work report entitled “Enhancing Quality and Efficiency, Stabilizing Growth, Driving Innovation and Transformation, and Fully Opening a New Chapter of High-Quality Development in the 15th Five-Year Plan Period.”

External Directors Cheng Niangao, Wang Laixiang, Cao Guangxiang, and Xia Ceming; members of the Group leadership Wang Yumeng, Wei Rushan, Liu Lei, and Deng Changqing; and Peng Shou, Academician of the Chinese Academy of Engineering and Chief Scientist of the Group, attended the meeting.

Zhou Yuxian Delivers Keynote Speech

In his speech, Zhou Yuxian fully affirmed the achievements made by the Group during the 14th Five-Year Plan period. Facing a severe and complex external environment, CNBM employees united as one, persevered through difficulties, responded to challenges, and achieved a historic leap in high-quality development. By advancing steadily while maintaining resilience, the Group continuously improved asset quality and optimized its industrial structure toward higher-end and more advanced directions. Revenue from new materials exceeded RMB 100 billion, and profits surpassed RMB 10 billion, forming a strategic emerging industry cluster with tiers of RMB 100 billion, RMB 50 billion, and RMB 10 billion. This enabled effective qualitative improvement and reasonable quantitative growth.

Through strategic foundation-building and accelerated transformation, the Group applied the “4335” guiding principles to clarify the operating logic of a state-owned capital investment company, and successfully built a number of influential and driving investment and M&A projects. The new core business of “non-metallic materials manufacturing and related capital investment,” the “Overseas Re-engineering” strategy, and the digitalization blueprint were accelerated, with remarkable achievements in high-end, intelligent, green, and international transformation.

By promoting innovation and reform with determination, CNBM made scientific and technological innovation its “No.1 priority project,” deeply integrated into the national innovation system, undertook a number of national key R&D programs, and achieved breakthroughs in critical core technologies. Innovations in management, business models, systems, and mechanisms were advanced in an all-round manner, with the three-year action plan for SOE reform and the reform deepening and upgrading action carried out in succession, providing new productive relations to safeguard the development of new quality productive forces.

With a global vision and open cooperation, the Group adhered to the principle of mutual benefit and win-win outcomes, deepened strategic cooperation with stakeholders, actively played the role of a “chain leader,” expanded its global partnership network, and steadily increased international revenue and profits, with the internationalization index rising year by year.

Through Party leadership and cohesion, CNBM thoroughly practiced the “Two Upholds,” strengthened the political and organizational functions of Party organizations, built a strong cadre and talent team, advanced comprehensive strict governance over the Party, and reinforced ideological and cultural work, ensuring high-quality development during the 14th Five-Year Plan period through high-quality Party building.

The speech also analyzed the situation and tasks facing the 15th Five-Year Plan period, emphasizing that amid profound global changes, domestic economic upgrading, and accelerated industry transformation, the Group must anchor new coordinates, apply new thinking, scientifically formulate the 15th Five-Year Plan, strengthen the integration of four key dimensions, and fully build a “second growth curve.” Through a combination of high-quality development measures, CNBM aims to enter a new round of high-quality growth during the 15th Five-Year Plan period.

First, strengthen the integration of innovation and investment to reshape growth momentum, coupling technology cycles with capital cycles and advancing from “solving known problems” to “solving unknown problems.”

Second, strengthen the integration of transformation and upgrading to consolidate the growth foundation, promoting both internal optimization and external market expansion.

Third, strengthen the integration of domestic and international markets to expand growth boundaries, advancing the “Reconstructing CNBM Overseas in Ten Years” strategy while seizing domestic consumption opportunities.

Fourth, strengthen the integration of Party building and business operations to solidify the fundamental foundation of growth.

Chang Zhangli Chairs the Meeting and Delivers Work Report

In his work report, Chang Zhangli noted that in 2025 the Group comprehensively applied the “addition, subtraction, multiplication and division” working methodology, with a strong focus on reform and innovation, refined management, synergy and collaboration, openness and sharing, integration and optimization, and Party building leadership, achieving “six dimensions of efficiency enhancement.” Through creative and strong execution, the Group ensured the effective implementation of annual tasks and made every effort to achieve a high-quality conclusion to the 14th Five-Year Plan.

First, greater efforts were made to enhance quality and efficiency, firmly anchoring on the “one profit and five ratios” performance targets. The structure of the core businesses was continuously optimized, key products performed strongly in the market, and the value-creation orientation became more prominent.

Second, growth was expanded through addition, with strategic emerging industries accelerating their development, basic building materials advancing foundational strengthening and transformation, and international operations comprehensively picking up speed.

Third, existing capacity was optimized through subtraction, tapping into potential and improving efficiency through refined management, streamlining organizations to enhance effectiveness, and significantly improving overall operational efficiency and effectiveness.

Fourth, key variables were leveraged through multiplication, with integrated advancement of technological breakthroughs, achievement transformation, and innovation ecosystem building. Intelligent upgrading and digital transformation accelerated the implementation of the digital blueprint, while green and low-carbon development was promoted across the entire life cycle.

Fifth, quality was strengthened through division, with the construction of the state-owned capital investment company further deepened, continuous progress in asset operation and disposal, restructuring and integration, and the establishment of market-oriented operating mechanisms reaching new levels.

Sixth, Party building leadership was further strengthened, with more resolute implementation of the “Two Upholds,” continuous enhancement of grassroots Party building, publicity and cultural work, and cadre and talent development, and the in-depth advancement of comprehensive strict governance over the Party.

Looking ahead to the 15th Five-Year Plan period, the report analyzed the Group’s stage-specific characteristics, overall thinking, and main development goals. It emphasized that in 2026 the Group must coordinate all work under the principle of “four steadfast commitments” to ensure a strong start and a solid first step for the 15th Five-Year Plan:

Remain steadfast in stabilizing operations and preventing risks, making every effort to fulfill operational targets, empowering value creation through strong internal management, and strictly safeguarding the bottom line of safe development;

Remain steadfast in strengthening core businesses and promoting transformation, comprehensively enhancing industrial core competitiveness, accelerating deep transformation and upgrading, and building a modern industrial system;

Remain steadfast in emphasizing innovation and deepening reform, driving industrial innovation through technological innovation and accelerating efficiency improvements through reform to build a modern, new-style state-owned enterprise;

Remain steadfast in strengthening Party building and consolidating the foundation, using high-quality Party building to lead and guarantee high-quality development.

At the meeting, the Group and its subsidiaries signed the 2026 operating performance target responsibility agreements, and relevant units signed responsibility statements for key core technology research initiatives. A science and technology achievement awards ceremony was held, recognizing teams that won the 25th China Patent Gold Award and the Group’s 2025 Science and Technology Awards.

Ten enterprises, including Sinoma Advanced Materials, Triumph Research Institute for Advanced Glass Materials, Qilianshan Cement Group, Southwest Cement, Beixin Carpoly, Jushi Huai’an, Taishan Fiberglass, Sinoma Construction, CNBM International South Africa, and Inner Mongolia Hengke, delivered on-site presentations, while 23 enterprises submitted written exchanges.

Participants engaged in in-depth group discussions around the conference speeches and reports. Group leaders attended discussions across groups, fostering active exchanges and achieving the expected goals of idea-sharing, joint problem-solving, and development promotion.

The meeting was held concurrently with the Fifth Session of the Second Employees’ Representative Congress of the Group, which reviewed and adopted the Resolution of the Fifth Session of the Second Employees’ Representative Congress of China National Building Material Group Co., Ltd. Delegates fulfilled their duties with a strong sense of responsibility and committed to thoroughly communicating, studying, and implementing the conference spirit to contribute further to the Group’s high-quality development.

Senior assistants Zhi Xiao and Zhu Bing, Chief Data Officer Wang Yulin, Chief Operating Officer Yin Zibo, and representatives from the National Audit Office and SASAC attended the meeting. The conference featured one main venue and 926 video sub-venues, with approximately 7,000 participants.
